IPAcct - Per user IP accounting program/kernel extension.

This program allows you to account the ip trafficon a per user basis. It also allows you to deny access for certain users. A program is provided which imposes ip quotas in the users. Patch for 2.0.36 (should patch without trouble with other versions) included in this re-release.
